FCC Explores Rebates for Channel Blackouts—Carriage disputes blacking out channels is a common occurrence, but recent fights between big media companies have felt different than those regular standoffs in the past. In the twilight of the cable TV business, cable providers seem to be taking a last stand, holding out for deals on their terms like never before. The FCC could complicate this strategy however, with a proposal to require cable and satellite operators to issue rebates when subscribers’ channels are blacked out. The FCC argues that customers aren’t getting the full services they pay for when the channels they expect are not available. But this added cost would put more pressure on the cable providers, who already face backlash from customers when channels go dark.
