An outstanding event took place on January 14th in the town of Figuig in Morocco : citizens collectively came together to organise a large pacifist bicycle demonstration to demand the end of water privatisation in their oasis. Citizens, including many rural workers, came together to express their concern and frustration regarding the risks of water mismanagement (in this case of sanitation and drinking water), in an oasis space which, by essence, depends on good water management. This example of privatization of a common good perfectly feeds into the current "modernization" agenda for water management in Morocco. Yet, traditional modes of governance are not outdated and may very well be part of the response to the ongoing water scarcity crisis in our country ! Over centuries, communities have accumulated knowledge and techniques to distribute water equitably and within the boundaries of natural resources through the "khattarat" system, and a democratic management system with water councils and “s’raifiyaa” organizing volumes according to the different needs of the community: irrigation, livestock, drinking water, etc. This local governance was especially relevant as the community, aware that its survival depends on reasonable withdrawals, manages it sustainably. Reversing the governance of common goods, and particularly water, is not new in Morocco. It dates from the colonial period, with privatized management in large cities from the 1910s in Fez, Rabat, Casablanca, etc. In Figuig, the management of drinking water delegated to a private company amplifies a historical dynamic of marginalization of the local population with regard to the vital resource that is water, a marginalization which is far from being specific in Figuig. Indeed, in oasis areas, the massive extraction of groundwater to irrigate industrial monocultures in the extension of oases, which is moreover subsidized by our agricultural policies, has already weakened their access to water. More than ever, we need to listen to the people of Figuig, we need to draw inspiration from the sobriety of our ancestors and reinvent our relationship with resources. #water #figuig #governance #climatechange #climateawareness #morocco
