Our 27 Finance Ministers are in talks about reforming EU debt and deficit rules. It's crucial that these new rules strengthen public services like health & education and fight against the climate crisis in every EU nation. 🇪🇺Environmental taxes account for less than 6% of total taxes EU-wide. 🔁It’s not the time for another round of #austerity. It's time to shift the tax burden from labour to wealth, pollution and resource-use. 🌍 Investing in green and fair solutions now will save us money in the long run.  🤝 Let's champion a future where prosperity is green and fiscal rules promote climate action. On April 29th, the EU Council has officially adopted a significant fiscal reform to ensure long-term sustainability of public finances and promote inclusive economic growth. The reform focuses on gradually reducing debt ratios and deficits while protecting investments in strategic areas such as digital infrastructure, green technology, and defense. This initiative also aims to enhance the EU's economic governance framework by fostering structural reforms and creating room for counter-cyclical policies. The new European Commission must focus on three strategic things at the start of its mandate. First, it must figure out how to combine, at a macroeconomic level, support for growth and financial and fiscal stability. Second, the Commission must make progress on environmental sustainability without undermining the production potential and social cohesion. In the year of such uncertainties, #businesses assess how these may influence trade, the degree of cross-border flows of goods, services, and people, as well as the scope of environmental, labor, technological, and energy #regulations , tax #policies, infrastructure investment, and many other areas.  What areas do you think can potentially be affected most?

Our paper on #fiscalpolicy and scarring has been published in the European Journal of Political Economy: https://lnkd.in/e6RqPiMR This crowns a long and important journey. My co-authors Peter Claeys, Wouter van der Wielen and I managed to complete the project thanks to the support and constructive comments of many colleagues and in the face of headwinds from (un)expected quarters: a first-hand political economy experience. Our key messages are: - major economic downturns produce lasting effects on output in spite of very active fiscal policy responses; - the favored fiscal policy response is to increase current expenditure; - #public #investment can mitigate scarring but generally remains flat or declines; - as a result, and over time, governments face growing sustainability issues; - the #NGEU initiative is a unique opportunity to boost public investment in the EU thereby overcoming the blind spot of fiscal politics.

🌍 **COHESION POLICY: Call for Comprehensive Reform** The European Committee of the Regions (CoR) adopted an emergency resolution on Thursday, April 18, calling for a comprehensive reform of cohesion policy after 2027. The aim is to accelerate the financial execution of this policy without compromising its fundamental principles. The CoR insists on maintaining cohesion policy as an essential pillar of the European Union's sustainable growth model and long-term decentralized investment policy within the post-2027 Multiannual Financial Framework. Furthermore, the CoR welcomes the introduction of a golden rule for co-financing within the reformed economic governance framework in 2024. This rule excludes co-financing from the calculation of net expenditure. This approach aims to ensure more efficient use of European Union funds while preserving the fundamental principles of cohesion policy. #CohesionPolicy #CoR #Reform #Investment #EuropeanUnion
