Together and with the support and ultimate approval of the Authority Having Jurisdiction (AHJ), successfully replaced the code-required high expansion foam (HEF) system with a sprinkler system for a Group 2 hangar (39,960 SF). The basis of this accomplishment took in account a Department of Defense (DOD) Sundown Policy circa November 2021 (https://lnkd.in/gcm8j_Cn), a University of Maryland study dated February 2021 (https://lnkd.in/gyiuiG-9), and personal experience involving atleast 2 accidental HEF releases - which ultimately lead to the risk and performance-based design approach authorized by the 2022 edition of NFPA 409. Essentially, supporting evidence and actual risks identities that you are more likely to experience an inadvertent discharge of a HEF system than an actual release because of a fire. The UMD survey identified 233 reported foam release incidents between 2004 and 2020; 1 of the 233 was due to an actual fire and 201 (84%) of those incidents were accidental. About 13% or 31 of the 233 were due to unknown cause. We have to do a better job to protect our people and our property. Inplement extensive safety management systems to identify and mitigate risks associated with use of a hangar and consider a risk and performance based approach by engaging an experienced fire protection engineer such as the incredible folks at GSE.

Singapore's construction industry is expected to move towards a more collaborative approach to managing risks thanks to the introduction of a new NEC engineering contract. The NEC4 contract includes optional clauses specific to Singapore (Y(SG) clauses) that are designed to work with existing Singapore legislation.
