With many discussions around what policing’s core mission should entail and how it should be achieved, author, lecturer and former Police Scotland superintendent Martin Gallagher PhD argues that a more Platonic philosophical approach to the debate could deliver some benefits in determining the role and remit of the service. ❝My contention is that policing has changed its philosophical outlook, and it is in this that an answer to the consternation that stalks the service lies.❞ ❝My immediacy-focused policing has solvency and commission rates at its heart, with policing agencies being able to provide hard data on their success (or lack thereof). You could walk around a town and ‘see’ if policing was working, in the Peelian manner of an absence of ‘disorder’.❞ ❝There has been a marked withdrawal of senior policing leaders from civic life and society over the last 30 years. Evening All, Looking for a bit of contemplation with your after dinner coffee? In my latest article with Policing Insight I consider whether it is time policing engaged a wee bit more with Philosophy, and gave serious consideration to what the service is actually for. If you want to have a short evening engagement with Plato, and consider whether it is right that there has been a marked withdrawal of senior policing leaders from civic life and society over the last 30 years then this is the article for you. Many of you saw I was back up at Tulliallan a couple of weeks ago. "When Scottish recruits walk into Tulliallan Castle for the first time, where all training for the country takes place, they walk beneath a large sign that reads ‘Bi Glic, Bi Glic’. This means, from the Gaelic, ‘Be Wise, Be Circumspect’. Maybe we need more wisdom and circumspection, and less acquiescence? More debate, but not polarised vitriol? Yes, policing should change through time, but should this be to the detriment of core principles and its ‘Platonic form’? For me, policing will always at its heart be about serving all without fear or favour in a neutral manner. Quite how that ‘went out of fashion’ is beyond me, but to regain public confidence and get the service back on track embracing these core principles would certainly be a good starting point. Hopefully a subject worthy of some civilised debate." I don't expect everyone to agree with me. That's sort of the point. Debate brings progress. Policing in the 21st century appears to have no consensual objective metric; every group has its own view on what policing ought to be. In attempting to cater to all these extremely vocal ‘interest’ groups, policing has careened off mission, whilst not tangibly improving public opinion. The lack of self awareness and ideological purpose of many of the existing Chief Officer cadre is evident in their lack of confidence and philosophical acumen in standing for ‘the mission’, when challenged by critical groups. Machiavelli said, “it is much safer to be feared than loved because ...love is preserved by the link of obligation which, owing to the baseness of men, is broken at every opportunity for their advantage; but fear preserves you by a dread of punishment which never fails.” I’m not saying the police should be feared as an institution, however, to view policing purely as a consential practice, which requires constant feedback from fickle special groups, and vast public scrutiny on the most banal of interactions is to fundamentally misunderstand the core role of the police and the relationship between the state and the citizenry. It also creates a false debate on what policing by consent is; which I feel needs thorough definition, and what it means for the police when many groups no longer ‘consent’. Because capitulation is only viewed as weakness by the groups with the largest axes to grind on the police. A great read for any of the thinkers out there who are bold enough the challenge conventional police thinking, which has become stultified in an environment which abhorres and derides non conformist thinking, despite constantly congratulating itself on embracing change and open mindedness.

We last audited the First Nations and Inuit Policing Program in 2014, 10 years ago, and again this time, we found critical shortcomings in how it is being managed. While funding has significantly increased over the last 10 years, we found that $13 million of funds related to the 2022–23 fiscal year went unspent. Despite widespread recognition of the importance of local policing in England and Wales, there is very little consistency or consensus around its delivery; a new research project by The Police Foundation (UK) will examine variations in local policing approaches, the rationale behind them, their relative strengths and weaknesses, and how different designs can meet future policing challenges, as Research Director Andy Higgins explains. ❝There are no clearly drawn lines of debate about the pros and cons of different organisational structures, and little hard evidence about which local policing models work ‘best’.❞ ❝Each change represents a leadership decision to redesign the way the force conducts its local business. Each shift has its own set of imperatives, intentions and consequences.
