We're delighted that the Department for Education has announced they will fund a fifth year of the NELI - Nuffield Early Language Intervention for children starting school in England in September. The decision means tens of thousands of four and five-year-olds who need extra support with their speech and language development will benefit from the 20-week catch-up programme. Professor Charles Hulme, one of the developers of NELI, said: “Language skills are the foundation for literacy development and the whole of formal education. We are delighted that the government is to continue funding for the NELI programme, which is proven to improve children’s language and educational outcomes.” OxEd and Assessment are now writing to all state primary schools in England to offer NELI for September 2024. Yesterday, the House Committee on Appropriations voted to approve the FY25 Labor, Health and Human Services, Education bill. Overall, the bill would slash approximately $11.1 billion from the Department of Education’s budget, eliminating 17 programs. Cuts to language & international education programs include: 🔴Title III English Language Acquisition: ELIMINATED 🔴Title II-A Effective Instruction: ELIMINATED 🔴Title VI International Programs: $4.133M CUT The largest K-12 cuts in the House’s FY25 Labor HHS Education bill come from cutting $3.78 billion from Title I, Part A; eliminating entirely the $2.19 billion Title II-A, the Supporting Effective Instruction State Grants program; and deleting the $890 million Title III, English Language acquisition program. Some of these cuts come from the Committee's stated concerns that school districts are using these Federal funds to train teachers in "divisive ideologies.” Beyond these cuts, other key language education bills fared better than expected. Title IV-A (+$10 million), Indian Education (+$7 million) and Native American Language Resource Centers (+$100,000) actually received small increases. The Native Hawaiian Education and Alaska Native Education programs received flat funding. The shortage of bilingual teachers in ECE Primsry and Secondary in Aotearoa NZ is desperately serious now. With nearly all ECE Pasifika and Primary Tertiary Quals & accrediting units closed because of institutionally racist Teachers Council IELTS 7 requirements before even able to enter training. This decision ignores our applied Linguistics research that tells us Occupational English skills and registers especially professional registers, can only be acquired by being in the actual occupation setting itself and mixing with other professionals.Teacher Aides show how it is possible to do this in an inclusive way but we will not fund training this way . ECE and schools are therefore poaching staff from each other and espec from Samoa and Tongan school systems in the Is depleting their resources. Secondly using relations and friends who have teaching Quals from the Islands but cannot get into NZ upgrading training.Even though our systems are facing collapse successive Govts have done nothing about workforce planning and action I guess because our mokopuna are just Pasifika kids and not the chn of the noisy White and Asian wealthy entitled who always demand the best for their tamariki and usually get it. Just look what they have achieved in forcing Structured Phonics Literacy designed for tamariki neuro diverse, dyslexia learning disabled,…on ALL NZ chn and schools.
The shortage of bilingual teachers in #California is a pressing concern that threatens to sabotage student outcomes and the state's ambitious education goals. The gap between teacher qualifications and the linguistic diversity of California’s early childhood student body highlight the urgent need for comprehensive reforms. 🆕 Early Edge California has released a NEW report today that provides an overview of the development and implementation of Assembly Bill (AB) 1363 in California as a tool for potential replication beyond our state. #AB1363 represents a significant milestone for California by establishing it as the first state in the nation to implement a uniform, asset-based process in state preschool programs for identifying #DualLanguageLearners (DLLs), children who have a home language other than English. The bill, authored by California Assemblymember Luz Rivas and signed by Governor Gavin Newsom in 2021, has played a crucial role in ensuring DLL children in state preschool programs receive the necessary support to embrace their linguistic and cultural backgrounds and become #bilingual and #biliterate in English and their home language.
