Angela Huyue Zhang is an associate professor of law at the University of Hong Kong, and a leading expert on Chinese tech regulation. She is the author of High Wire: How China Regulates Big Tech and Governs Its Economy, a highly acclaimed book that absorbs all that happened during China’s 2020–2022 tech crackdown to explain how the government there regulates its tech sector. In this lightly edited Q&A, The Wire China spoke about when and why Beijing’s attitude towards China’s big tech darlings. https://lnkd.in/d62fcjkE

China’s Tech Sector: Economic Champions, Regulatory Targets Center for Strategic & International Studies 8 Apr 2024 This online event, set for Monday, April 8, 9:00-10:00 am US ET, highlights the key debates around the challenges facing China’s private tech firms. Although they are supposed to be the engine powering China’s economic future, they are also facing a range of political and regulatory constraints at home and abroad. This event will consider several questions, including: How does the Chinese state conceive of private tech firms? Is it accurate to describe the last few years as a “tech crackdown”? Where are Chinese firms making the most (and least) progress technologically? Have U.S. restrictions slowed Chinese progress or unwittingly fostered a great leap forward for China’s tech sector? Trustee Chair Scott Kennedy will moderate a discussion with leading experts on these issues: Angela Zhang (University of Hong Kong), author of the new book, High Wire: How China Regulates Big Tech and Governs Its Economy” ; Paul Triolo (Albright Stonebridge Group and Trustee Chair non-resident senior associate), who specializes in evaluating the tech capabilities of Chinese firms; and Martin Chorzempa (Peterson Institute for International Economics), who is working on project evaluating the scope and effectiveness of U.S. tech restrictions on China.

China & Friends...the permanent rise of the Sanctioned The business environment is ultimately a reflection of the cultural and political landscapes. One window into the Chinese business environment is provided by the "Inside Business Channel" that I have occasionally posted. Whilst most insights regarding China are fascinating in some shape manner or form this episode highlights just how bifurcated the Global Majority and the Collective West have become over the last few years...whilst adding some additional context based on both sanctions and the recent Biden/Trump debate. In finance terms the West is, essentially, bankrupt...it just hasn't run out of cash. The signal for "running out of cash" will be when the US debt market becomes illiquid...as new and rollover issuance struggles to find buyers at a time when USD reserve status starts to recede and the USD exchange rate begins to reflect massive trade deficits. As a corollary, any enterprises that have substantial growth embedded in their P/E are going to struggle to prevent it sliding back to a no-growth premium over the next 2-3 years. Australia has no response to our ongoing sagging economic fortunes as we are politically and militarily joined at the hip with the USA. This means that any response to the future economic environment will need to be managed at the individual level with responses calibrated against how many working years you have before retirement. Right now those with only a few years left to retirement will likely fare better than those just starting out. At a minimum you will need to understand the China and Russia trajectories, BRICS+, SCO and the other non-western economic, political and security organisations so as to position yourself to best mitigate against generally sagging economic fortunes of the western economies.
The US is trying to kill China's tech industry. We are making them stronger.
