The crossroads of major technological and regulatory developments, it is of tantamount importance to debate these developments broadly with all stakeholders and likeminded partners. Hence, with this White Paper the Commission launches a broad consultation of Member States, civil society, industry, and academics, to collect their views on the scenarios outlined in this White Paper and provide them with an opportunity to contribute to the Commission’s future proposals in this domain. These ideas put forward include both policy means to ensure secure and resilient digital infrastructures and possible scenarios for key elements of a future regulatory framework. There is a need to address issues of power concentration in the internet ecosystem and practical alternatives to it. The importance of publicly funded tech research with publicly released findings recognises that much of the internet's infrastructure is a de facto utility that should be controlled. The need for internet standards to be global, open, and generative discusses the California Consumer Privacy Act as an example of how technical standards can help drive antimonopoly practices. The California Consumer Privacy Act (CCPA) gives California residents the right to know what personal data is being collected about them, whether it is sold or disclosed, and to whom it is sold or disclosed. They can refuse the sale of their data and access it whenever they want. The CCPA applies to any business that collects consumers' data, does business in California, and satisfies at least one of the specified thresholds. The CCPA requires companies to implement processes to obtain parental or guardian consent for minors under 13 years and the affirmative consent of minors between 13 and 16 years for data sharing. Businesses must include a "Do Not Sell My Personal Information" link on the home page of their website, which will direct users to a web page enabling them, or someone they authorise, to opt out of the sale of their personal information. The CCPA specifies several sanctions and remedies for non-compliance.

"The Council of Canadian Innovators | Conseil canadien des innovateurs (CCI), which represents homegrown scale-ups, is trying to make this the “year of procurement,” focusing on encouraging governments to change the way they buy technology. The group wants Ottawa to launch a dedicated fund which departments can tap to buy novel products and services in areas like cleantech and cybersecurity. It’s also seeking reviews of major federal programs that finance firms and projects, including the Strategic Innovation Fund (SIF).
