It may be a great time to purchase that home that’s governed by a homeowners association (HOA). Effective July 1st, HOAs are required by law to provide all members and future members with either a physical or digital version of the association's rules and covenants. Here are some other important provisions of HB1203, or the “Homeowners Bill of Rights” as it is being called: HOAs cannot ban reasonable parking. Fines for leaving garbage cans out on trash day are prohibited. HOAs cannot create rules for the inside of structures or backyards if they can't be seen from the street, neighboring property, or common areas. Prohibitions against gardens or clotheslines that are not visible from the street or neighboring properties are not allowed. The law requires more general transparency and accessibility from HOA officers and management companies.
