Labour’s election win last week and the SNP’s losses bring many questions about where UK and Scottish politics will go next and how the two governments will work together. Will this be a golden era of cooperation or will the competitive politics of an upcoming Holyrood election (only 22 months away) get in the way.
As I said many times on election night it can’t be worse than it was with the Tories and the early signs from Starmer and Swinney are positive. It’s not about independence or the union it’s about getting some stuff done where each government needs the other.

So, what are the key challenges facing the government in UK devolution?
Matthew Fright and I have set out some of the difficulties an incoming government must address in both the nations and the regions:
1) Make hard decisions on how to 'complete the map' of English devolution, making sure to include key urban areas that currently lack a devolution deal
2) Realise the potential of mayors as strategic partners of government in order to deliver key government objectives
3) Set the right tone with leaders from Northern Ireland, Wales and Scotland as well as metro mayors
4) Ensure that devolution is understood across governments to improve policy making and limit disagreements over what decisions can be made and at what level
5) Utilise the intergovernmental framework to improve cooperation and joint working
