AT&T Applies To End Obligation To Service Landlines In California: AT&T is applying to end its obligation to service landlines in certain areas of California. "The application is pending under the California Public Utilities Commission, but the end of a landline means the end of communication for some people," reports CBS News. From the report: The company said in a statement to CBS13: "Our application seeks approval from the CPUC to remove outdated regulations in California and to help the limited remaining landline consumers transition to modern, alternative services to replace their current outdated ones. All AT&T California customers will continue to receive their traditional landline services until an alternative service becomes available by AT&T or another provider." EV Charging Station RFP’s Are Complicated… As former city/port staff of 25 years, I can tell you that the RFP process is a legal process in the State of California. The criteria, however determined by staff, generally has to be objective, transparent, quantifiable (for rating purposes) & legally defensible. Often when the runner ups challenge the RFP process, it is the Deputy Attorneys who primarily defend the RFP selection and not the technocrats or SME’s. In point of fact, now that the The City of San Diego has conducted a public RFP, any public agency in California (subject to local laws) can use the awarded contract to execute their own contract with the awardees without another public RFP process under “Piggybacking”. The guidelines are designed to streamline transmission line construction and ensure timely completion by effectively addressing RoW issues and standardising the compensation calculation method to bring consistency across various projects and regions. Canary: "Minnesota takes rare step to allow power lines alongside highways." Other states have taken this action or are contemplating it, including Wisconsin, Iowa, California, Washington, Oregon, Maine, New Hampshire. "But states have been slow to shift from long-standing policies that aim to keep highway rights-of-way clear of other infrastructure that could compromise safety, burden transportation departments with unforeseen costs, or restrict the option of expanding highways in the future." In Minnesota, the chief forum for transmission expansions runs through the Midcontinent Independent System Operator (MISO), the grid operator for all or part of 15 U.S. states and Canada’s Manitoba province."NextGen Highways is also lobbying for federal legislation that could support state efforts to site transmission along highways."
