Stevenson, and Kathy Bradley from the Icahn School of Medicine at Mount Sinai, the Moving Forward Coalition, EY, Marquis Companies, Vanderbilt University, and OUR MOTHERS VOICE discuss how they have identified four ways to increase the efficiency of the CMS nursing home survey process without sacrificing survey quality. "In recent years, due to the COVID-19 pandemic and other factors, many state survey agencies are months, if not years, behind. According to a Senate Special Committee on Aging report, nearly one in nine nursing homes have not had a survey in two years. Delayed surveys enable poor conditions to persist or worsen, putting nursing home residents at risk for serious harm and death. They also undermine the timeliness and reliability of the Centers for Medicare and Medicaid Services (CMS) Five-Star Quality Rating System, which is based partly on survey results." WHAT ARE THE AGED CARE STAR RATINGS? Aged Care Star Ratings were developed in response to the Royal Commission’s recommendation for a rating system for Residential Aged Care facilities to be based on measurable care, service and quality information. The government assesses the quality of care at all government funded homes and generates a Star Rating to provide consumers with a greater understanding of how facilities are performing and to provide a benchmark against other facilities using nationally consistent quality measures. Star Ratings have been published since December 2022 and are based on four criteria: 1. Quality Indicators (15%) – how a facility is performing against five quality indicators (pressure injuries, physical restraint, unplanned weight loss, falls and major injury, and medication management). Updated quarterly. 2. Service Compliance (30%) – with clinical and quality standards as assessed by the Aged Care Quality and Safety Commission. Updated daily subject to accreditation decisions. 3. Residents’ Experience (33%) – based on the interview responses at least 10% of residents undertaken by an independent assessor. Updated annually. 4. Staffing Minutes (22%) – from 1/10/23 there is a requirement to mandatorily provide a minimum average of 200 care minutes/day to include 40 minutes of care from a Registered Nurse. Updated quarterly. Skilled Nursing Care at Home: Big News from Mass General Brigham 💡🏡 Congratulations to David Levine and all our friends and colleagues at Mass General Brigham! As reported by Modern Healthcare, MGB won a $4.6 million grant from Massachusetts to study skilled nursing care at home. This could change how patients get care after leaving the hospital, saving money and improving outcomes. The upcoming study will involve 300 patients from MGB's five Boston-area hospitals. Half will get skilled nursing care at home, and the other half will go to a traditional skilled nursing facility (SNF). MGB will measure costs, quality, safety, and how patients feel about their care. Right now, very few insurance companies pay for SNF-level care at home. MGB's study could help more health plans see the benefits and start covering it, including Medicare. One of the reasons we founded Radial was to centralize more care in the home. 2023 was coined by some long-term care leaders as the "year of recovery" following the impact of the pandemic. However, those operating in rural markets aren't sure about 2023 being an all out recovery year, and with a looming federal staffing mandate, are continuing to enforce new plans to work around lingering challenges related to workforce pressures. Good Samaritan Society president and CEO Nate Schema said, "Where we can bring together a continuum of services and infuse innovation, the result is a game-changer for our seniors because it simplifies the health care experience.
