Based on my personal background in clearing and risk/collateral management and as a concerned public citizen, I hope issues like major clearing and funding concentrations with a limited set of financial institutions is addressed. The U.S. Treasury & Repo markets are materially larger than the mandatorily cleared IRS/CDS markets. Even before Trsy/Repo clearing was discussed, concerns about clearing capacity have resonated for years related to “full service FCMs” withdrawing or retreating from the business, high capital and liquidity requirements, large post-trade resource requirments, and business unit returns well below desired thresholds. Just clearing treasuries will not solve all of the issues and will create others if not orchestrated extremely well.
