When hiring, be honest and transparent about your work from home policy. This post is not about the pros and cons about WFH. It's about transparency. If you want folks in the office, say so during the interview. If you say it's ok to work from home and you get upset when people do, that's on you. Agree on a policy and apply it the way you describe it to your team.

"You can work from home, occasionally, after an initial on boarding period, but only if its a true need or emergency" is not a policy. You correctly state that there needs to be a policy but it also needs to be clear to everyone, easy to understand, and in writing. This way expectations are known and managed

Totally agree. I'm flexible on working remotely and am fine with working in the office full time. (Although, I would like the flexibility to work from home a few days a week and when I go to see family in Iowa).
