Space Force Releases Commercial Integration Strategy with Industry Feedback. The Space Force recently outlined its strategy for integrating commercial space technologies into its operations at the 39th Space Symposium. This strategy is designed to enhance collaboration between the military and commercial space sectors. Industry leaders, including Ellen Chang and Todd Master, expressed concerns about the lack of detailed implementation and financial commitments in the strategy. General Chance Saltzman described the strategy as not a comprehensive solution but a framework to initiate discussions and develop hybrid architectures. He stated, "It is not a panacea. It does not provide all the answers. It frames the discussion that must take place. It sets the conditions for productive collaboration, and it starts the critical processes needed to accelerate the purposeful pursuit of hybrid space architectures." Lt. Gen. Shawn Bratton noted that the success of this strategy would be measured by its implementation and funding execution, marking a critical step towards fostering military-commercial space partnerships. 

As the need for global Milsatcom and Givsatcom services increase should governments build new systems or buy from commercial assets? “Exploit what we have, buy what we can, build what we must.” While this has been the message of U.S. Space Force leadership over the past few years, many agree that it hasn’t necessarily been the practice. Two new strategies released this spring — the Department of Defense Commercial Space Integration Strategy and the Space Force Commercial Space Strategy — formalize policy goals to integrate commercial solutions into the national security space architecture. These strategies lay out priorities, approaches, and lines of effort to integrating commercial capabilities and identify specific mission areas that are prime for greater commercial integration. The DoD unveils its first ever strategy to integrate commercial space technologies on April 2nd. This highlights a shift from a solely generative approach for military capability development signaling "the Pentagon’s intent to take advantage of private space sector investments rather than rely solely on custom-built government systems." "In announcing this strategy the DoD also recognizes "structural, procedural and cultural impediments the DoD must clear" to support this shift. Secretary Austin directs "Leaders at all levels need to be aware of and work to eliminate the structural procedural and cultural barriers to overcoming legacy practices and preconceived notions of how the commercial sector can support national security.” John Plumb, outgoing Assistant Secretary for Space Policy states "The department has a responsibility to leverage ALL tools available. And those tools include commercial solutions.” Jake's Thoughts- The strategy highlights a shift that we have seen evolving over the last 40 years. An existing gap that is more recent is highlighted as we see commercial space capability emerging from a global market place (not just the US). We must also shift our focus in armaments cooperation to provide more opportunities for the US DoD to experiment through new allied/partner efforts to mature and integrate commercial space technology from our combined markets for shared security and prosperity. This shift from generative armaments cooperation to commercial integration marks a need to be able to go from concept to cooperative experimentation in less then 3 months to engage companies on market focused timelines. Will leadership respond to the challenge to eliminate the structural procedural and cultural barriers in DoD policy to overcome legacy practices and preconceived notions of how allies/partners can cooperate through the integration of commercial technology? Fairmont attended the 39th Space Symposium in Colorado Springs last week, where the US Space Force (USSF) released its Commercial Space Strategy. Yeah, this is common. The game is to find a Fixed Price IT contract, underbid it, then hire some guy as a "consultant" to utterly and intentionally break the project at every stage to throw it into a mode where the entire project is no more than nasty emails, recriminations, and counter recriminations. The "consultant" (because the contractor does this indirectly) is basically holding the project hostage for an engineering change proposal, which is usually near double of what the original fixed price amount, so a 8M FP adds an ECP of 16M bringing it to 24M. It's basically white collar extortion, and it works more often than it should. The fix for this is for Firm Fixed Price bids to select the median bid (not the mean as that is easily gamed) instead of the low bid to determine the winner. If more than one company hits the median (which should be impossible without collusion), then you rebid. This would end the underball problem for good and all. 

The Defense Department on April 2 unveiled its first-ever strategy to integrate commercial space technologies into its national security architecture. The move signals the Pentagon’s intent to take advantage of private space sector investments rather than rely solely on custom-built government systems. The Pentagon’s strategy, however, also recognizes there are structural, procedural and cultural impediments the DoD must clear to shift from its traditional model of developing proprietary space systems meant only for military use. DoD historically has favored bespoke, custom-designed government systems over commercial off-the-shelf technologies, creating barriers to the adoption of commercial space products and services, Defense Secretary Lloyd Austin noted in introducing the strategy. “Integrating commercial solutions, as opposed to merely augmenting existing government systems, will require a shift in approach within the department,” Austin wrote in the foreword to the report. “Leaders at all levels need to be aware of and work to eliminate the structural procedural and cultural barriers to overcoming legacy practices and preconceived notions of how the commercial sector can support national security.”
