Given the complexity of large hydropower projects you might want to hire separate social and environmental managers as neither competence can easily cover the other. It isn't at all clear to me why international projects and lenders consider social scientists competent to assess and mange environmental impacts or environmental scientists competent to manage complex social impacts.
