Giving her perspective on the Vuthela Public Finance (PFM) Component at the Vuthela Learning from Doing workshop, Key Expert Zama Soji explained that PFM was included in the programme as local economic development requires a well-planned economic and physical environment supported by sound financial management. The question is has the PFM component contributed materially to local economic development in the district? Zama shared that while this takes time to see impact, Vuthela has made a mark on: -Budgeting for investment assets and operations and maintenance; -Improvements on procurement management to ensure that service delivery takes place in a manner that will attract investors, -Development of 3 infrastructure development charges policies that promote equity and fairness; predictability; spatial and economic neutrality and administrative ease and uniformity -Set a framework on business continuity management plan especially during the times of crisis - Covid-19, 2021 unrest and 2022 floods.

The PNG Public Finance Management Act (PFMA) needs to be reviewed. It basically covers most aspect of accounting (public expenditure) but not budgeting and public money appropriation. I think the PFMA, process and its administration needs to be strengthened by reviewing and There must be specific provisions relating to; #Supplementary Budget Appropriations for both national and subnational governments. #Revenue collections from statutory authorities/agencies #DDAs Budget and Expenditure (section 32 officer) #City Authorities Budget and Expenditure (section 32 officer) #Trust Accounts #Government Budgeting and Accounting system Administration (system administrator, access, demarcation of responsibilities in accordance with the mandates of respective departments) etc. #Funds Disbursement process ( Cheques, EFT, Intermediary depts.) #Contingency (appropriations acting as contingency) #Reallocation of funds within budget appropriations and #authorization (authorities mandated to administer such adjustments)
