The fish stay more active for more months of the year near the discharge, which is warmer than the bulk temperature of the lake. Strangely, living things tend to like water better when it isn't frozen!.

Cooling water discharge area for any power plant (fossil fuel or nuclear power) has the potential to be a good fishing location.
