Trade in plastics waste can enable recycling if countries ensure minimum material quality, and environmental and working conditions. The OECD - OCDE conducts annual monitoring reports to track international shipments of plastic waste and scrap. The 2024 edition of the series shows that: 🌍 The global export volume of plastic waste has declined 49% in the past six years. Trade fell from 12.4 million tonnes in 2017 to 6.3 million tonnes in 2022. 📈 Regional trade – both within OECD European countries and North America – is increasing. 79% of OECD Europe's and 66% of OECD North America's exports of plastic waste in 2022 were regional. ⚖ OECD countries are transitioning from export dependence to a more neutral trade balance. In 2022, exports from OECD countries continued to decrease, whereas imports by OECD countries increased. The share of plastic waste exported to European countries including intra-EU trade, has increased by 15%. 📢 Foundational data from the OECD - OCDE’s International Programme for Action and Climate (IPAC) has played a leading role in the first comprehensive global evaluation of 1 500 climate policy measures published today in the prestigious journal Science. Covering 41 countries across six continents, this unprecedented study provides a detailed impact analysis of the wide range of climate policy measures implemented over the last two decades. The findings reveal a sobering reality: many policy measures have failed to achieve the necessary scale of emissions reductions. Only 63 cases of successful climate policies, leading to an average emission reduction of 19% were identified. The key characteristics of these successful cases is the inclusion of tax and price incentives in well-designed policy mixes. The team of researchers evaluated the policy interventions implemented between 1998 and 2022, covering the entire spectrum of climate policy instruments, from energy-related building codes to purchase subsidies for climate-friendly products, and carbon taxes. Using the OECD Data Explorer - Climate actions and policies measurement framework, and an innovative approach combining machine learning methods with established statistical analyses, the team conducted a detailed impact evaluation to identify measures that achieved large-scale emissions reductions. 🌍 To better address the impacts of climate change, OECD - OCDE countries are increasingly making climate change adaptation a policy priority. Assessing progress in the implementation of national adaptation policies is a critical step in understanding how adaptation efforts contribute to strengthening climate resilience, and whether they are effective. How has experience in adaptation policy design and implementation evolved? Despite the countless benefits of chemicals, they need to be soundly managed to avoid risks to human health and the environment. However, policy makers do not currently have all the data they need to properly assess chemicals management options. The OECD - OCDE has filled this gap with the Surveys on Willingness-to-Pay to Avoid Negative Chemicals-Related Health Impacts (SWACHE) project. Its goal is to improve the basis of doing cost benefit analysis of chemicals regulations by helping to better quantify and monetise their morbidity impacts. What’s holding back the global shift to clean energy ? ⚡   The rapid and deep emissions reductions needed to keep global warming to 1.5°C rely critically on an immense scaling-up of investment in clean energy technologies. An important barrier remains: the cost of capital, which plays a key role in determining investment decisions. When elevated, it can hinder accelerated climate action. Here's why it matters:   📉 Clean energy technologies often require greater capital expenditures than fossil fuels, making them more susceptible to cost of capital fluctuations. 💰 In developing countries and for new and emerging technologies, a high cost of capital can significantly stifle investment.   To overcome these barriers, governments must implement better risk-sharing mechanisms, among other mechanisms, that foster clean energy investments. By addressing these challenges, we can accelerate the global shift to clean energy.
