Yes Srinivas Gurazada, we concur but... Association Internationale des Maires Francophones has been implementing Public Financial Systems in municipalities and countries in french speaking #Africa for decades with #SIM_ba #IFMIS. We strongly believe that the success of #PFM initiatives is not a technological issue : 1. Intentional, Aligned and Ethical Leadership is the foremost condition. Without it, whatever funding and IFMIS inherent qualities, the project will fail. We have witness it several times. 2. In low capacity environment (human resource, logistics), planning for (after training) change management and setting up supportive coaching systems in mandatory. As well as building a user friendly ''workflow-ing'' PFM system, that automates most of the processes, while providing simple control mechanisms to stakeholders. 3. The #PFM must be permanently technically flexible, adaptable, adjustable (within living PFM legal and regulatory framework), especially where rule of law is weak, and sociopolitical context is complex. That's what the team I lead on #SIM_ba #IFMIS keeps collecting as insights, feeback and wisdom, to improve its #PFM model.
