When potential teachers are considering a position, they often want to know what’s available for affordable housing. “If I don’t have an answer for that, I lose that applicant,” one school district superintendent says. As the housing crisis pushes educators out of the communities they serve and contributes to the teacher shortages many cities are facing, districts are getting creative in the benefits they offer. A new report from the state California Legislative Analyst's Office’s (LAO) indicates that California Community Colleges College (CCC) students are experiencing higher rates of homelessness compared to @University of California (UC) and California State University (CSU) students. This has shed light on the limitations of the “rapid rehousing program,” a state initiative launched in 2019 to address the escalating issue of student homelessness. While the program has made strides in reducing the rate of students facing housing insecurity, its impact is not enough. As an experienced municipal planner and elected school board member, I am attuned to the intersectionality between educational outcomes and community development, and vice-versa. They're deep, complex, and codependent relationships, and yet in most places in siloed (sometimes antagonistic) organizations. How can policymakers support students in unstable housing situations? (1) Improve school districts' ability to identify student experiencing housing instability. (2) Expanding the ability of school districts to support students housing needs. (3) Expanding partnerships between school districts and housing support systems. I'd add: Collaborate directly with municipal land use and development authorities and officials in the housing planning and development process to influence what and where housing is constructed to meet the needs of the population, with special attention to equitable outcomes. School districts have a lot of responsibilities to manage. Some are adding housing to the list. More and more districts across the country are building housing complexes to rent to teachers and other school employees—often at below-market rates and on district-owned land. Meaningfully addressing issues of housing insecurity for college students requires a more proactive approach than many institutions have employed in the past. This is an interesting model that was attempted in Tacoma, WA. Tacoma's experience points to the growing understanding that it is not enough to just provide resources for students; we need sufficient staffing to deliver these programs and remove barriers for students to access, use, and benefit from supports. Affordable housing is economic development... A recent academic paper found that "each additional year spent in #LIHTC housing as a child is associated with an average 4.3 percent increase in the likelihood of attending a higher education program for four years or more, and a 5.7 percent increase in future earnings." Imagine that. If parents aren't working two or three jobs to make rent or they're not moving from house to house to house because of a looming eviction, they have more time to spend with their kids and ensure they do their homework. Depending on the location, LIHTC developments could also allow folks to live in better school districts than they could afford otherwise. Both scenarios lead to better educational attainment, better jobs, and higher earnings which benefit the entire community including. Affordable housing and housing affordability lifts all boats, including the #NIMBY folks. Housing insecurity is a major barrier to student success, with nearly half of college students unable to secure stable housing. As highlighted in this The Chronicle of Higher Education article, the CHAP initiative at Tacoma Community College demonstrated that providing housing-choice vouchers to at-risk students can lead to remarkable educational outcomes, including higher graduation rates. However, the program's challenges emphasize the need for robust support systems to help students navigate the complex process of securing housing. Exclusionary Zoning, School Segregation, and Housing Segregation: An Investigation into a Modern Desegregation Case and Solutions to Housing Segregation PDF: https://lnkd.in/euMwjUEJ This note will then examine California’s history of school segregation, including analyzing the connection between the passage of Proposition 13 and greater disparity within California school districts. Next, it will investigate a recent desegregation case, People ex rel. Becerra v. Sausalito Marin City School District, where the California Attorney General ordered the Sausalito Marin City School District to desegregate. The note then delves into the history of Marin City and how the zoning ordinances, federal programs, and private real estate tactics purposely separated Marin City from the rest of the county and culminated in the Attorney General’s desegregation order. Lastly, this note will explore solutions to resolve housing segregation in communities like Marin City. The Constitution of the United States makes broad claims about equality, yet this nation is far from achieving its idealistic goals. This country was founded as a segregated society; it treated anyone who was not white as an outsider, not entitled to the same privileges as white men. Even after the Civil War concluded and slavery was outlawed, communities across the nation continued to be the product of self-segregation and further government-sponsored segregation. These practices have affected every aspect of life in the United States. Moreover, these tactics were deliberately used to prevent minorities from gaining equality in housing and, subsequently, in educational opportunities. While these private—and government-sponsored tactics—were not explicitly labeled as de jure segregation or Jim Crow laws, they were used throughout the nation as a method to further the idea that whites were superior to others. Although California was founded as a free state and did not engage in de jure segregation following the Civil War, efforts to separate communities on the basis of race persisted. The results of those segregationist efforts endure to this day and are particularly pronounced in the intersection between housing and schools. Historically, minorities were unable to buy homes in the same neighborhoods as whites, limiting the schools minority children could attend. As a result, this impacted children for the rest of their lives, determining which jobs they could hold, where they could live, and, importantly, the opportunities available to future generations.
