Partnership to Empower Physician-Led Care’s Post

Having begun my career at the Congressional Budget Office, it was fun to read the analysis of a topic that is top of mind for Oasis Health Partners. I appreciate the CBO's findings regarding the types of ACOs associated with greater savings--specifically those led by independent physician groups, ACOs with a larger proportion of primary care providers and ACOs whose initial baseline spending was generally higher than the regional average. These are exactly the factors we focus on in choosing our partners in a market as it aligns with our mission to build healthier communities by advancing primary care. We focus on the independents PCPs as the ones with the free will to optimize care for their patients. It's not uncommon their performance is considered lower than average when we begin our partnership. What we typically find though is that is not at all due to clinical quality but rather whether they have engaged in managing their patients in the ways needed to perform in value based care.

The Senate Finance Committee has released a white paper titled “Bolstering Chronic Care through Physician Payment: Current Challenges and Policy Options in Medicare Part B.” While the paper does not make specific policy recommendations, it explains the policy issues the Committee has identified and its views on possible solutions to these issues. Here we go again. Medicare proposes a reduction of 2.8% in the conversion factor for 2025. Meanwhile, the annual inflation rate in 2024 is 3.3%. The average increase in operating costs for medical practices was 12.5% in 2023. https://lnkd.in/erHPCBYx

📢 Government report: physician-led ACOs drive greater Medicare savings 📢 A report last month from the nonpartisan Congressional Budget Office (CBO) confirms what many have long believed: Accountable Care Organizations (ACOs) run by independent doctors save Medicare a lot more money than those run by hospitals. Why? ACOs led by independent doctors have strong reasons to cut down on hospital care, which saves money. By contrast, hospital-led ACOs have conflicting incentives because they benefit from fee-for-service revenue when patients get hospitalized. ACOs with more primary care doctors and those with higher initial spending save more money too. These findings are important as Medicare plans to have all 34 million beneficiaries in value-based care by 2030. At Radial, we believe that smart technology can help all ACOs – both physician-led and hospital-led – to achieve better outcomes and savings.
