A good example of how acoustic gunshot detection, in this case Shotspotter, can be a force multiplier and aid in crime fighting. While I don’t think they help prevent mass shootings, they can aid in response and help pinpoint trouble areas in real-time. I don’t know how the Springfield, MA (my hometown, BTW) installation is configured or what it’s integrated with, but from experience with similar installations around the country, these systems, when combined with other capabilities like municipal ALPR and strategically placed cameras, can be a very powerful tool. When used as stand-alone systems, their value is compromised. It’s good that this specific response led to such a large drug bust. This article in today's Boston Globe raises a critical issue facing communities of color and public officials responsible for public safety. On the heels of the issue being raised yesterday before Boston City Council Ways and Means Chairman Brian Worrell by the ACLU of Massachusetts, Senator Edward Markey brings concerns about #shotspotter to the U.S. Department of Homeland Security. Used in the City of Boston as a response to #gunviolence, critics claim the devices lead to over policing in Black and Brown communities. Proponents say it saves lives. What we know for sure, lots of federal, state and city resources are poured into this and similar surveillance technology. We also know that there is little to no ongoing engagement with communities of color to convey and assess the pros and cons of the tech and its use. Millions of dollars on tech, yet organizations like the Louis D. Brown Peace Institute are calling for a fraction of that money to be used on proven effective homicide response options like increasing funding for cold case investigations, family resource officers, and survivor support services. These initiatives save lives by disrupting intergenerational cycles of violence. People like Clementina Chéry, who for more than thirty years has been involved in helping families and communities impacted by murder, trauma, grief and loss, need a prominent and ongoing role in the policy making process. State of Hawaii, wake up! This is the latest school shooting with deaths that occurred in Iowa. This situation could become a reality here. Based on the information from this particular news article, the perpetrator had a personal grievance (bullying); there obviously was some planning and preparation that went into carrying out this violent attack, as well as commonly used "leakage" communication of the impending attack posted on social media. All classic components of the attacker (a student) who was moving along a Pathway to Violence where ultimately the Attack occurs and there was no intervention to help and manage the situation. How many students do we have in our 250+ State of Hawaii public schools that maybe moving along their Pathway to Violence? There are two things that I believe we must do immediately in this upcoming legislative session: 1) Provide School Resource Officers (SRO) for at least the highest risk schools initially and then migrate to all high schools. You would be surprised how much of a positive and responsive impact a dedicated SRO who is made a part of the school administrative team would have on a campus. 2) Seriously look at commitments to form and develop effective and meaningful Behavioral Threat Assessment Teams, both organizationally and community based. The State should take the lead on this and with the new State Department of Law Enforcement which began on January 1st, they would be the most logical to lead the effort. We do have some legislators that are thinking a head and we will probably see some legislative bills be introduced, but how far will they go? Yes folks, we live in paradise and in the land of Aloha, but the reality is that our world and people-environment is changing for the worse and we must as a State see the true reality for what it is now. We cannot under any circumstances have a knee-jerk and emotional reaction after the fact when devastating loss of life occurs in any one of our schools. We must prepare and prevent now! PEACE AND SAFETY THROUGH KNOWLEDGE AND PREPARATION

A good step towards some proactive policing in our area. However, there is a long way to go. Having regular, visible patrols would go a long way toward deterring the high levels of criminal and anti-social behaviour in the region. Schools need to move funding around and take it on themselves to protect children from mass shooter events. Forego the sports programs for a few years and install mag locks with central command centers that regulate movement throughout the schools. Allow the armed enforcement the authority to shoot on-site if a weapon is being wielded, with a threat of life. The states care more about lobbyists, funding their future candidates than they do about our childrens and teacher’s safety. Are there any adults in DC? Why are republican governors driving division and guns and stronger alcohol all at the sametime? Why are democrats more concerned with crossdressers? Can anyone wake up long enough to atleast have a conversation that the NRA isn’t whispering in someone’s ear? We are borderlineing at our children’s peril.
