We basically dodged what is now #HurricaneErnesto, yet large swaths of the island are still without power. And we’re just starting this hurricane season, which has been forecasted as extremely active.
The grid must be fixed. Particularly the grid at the distribution level. There are billions of #FEMA dollars for that end that continue unspent.
Standby fossil generators can help some, but that’s not a real solution.
My family is but one of just 130,000 families in #PuertoRico protected with clean, resilient solar and batteries from all kinds of outages. That is a real solution.
My wish is that as close as possible to 100% of households in PR are equally protected.
This is why Law 10 of 2024, which legally secures current true #netmetering, is so critical, as it is THE policy that makes it economically possible for people of all stripes -especially #LMI folks- to install solar & storage to save their lives and livelihoods.
And it’s the only policy that has resulted in any movement away from dirty, expensive, imported fossil fuels as required by law, particularly Law 17 of 2019 which mandates 40% renewables by next year; yet we are nowhere even close. This is why we respectfully ask again that the #FOMB withdraw its federal lawsuit against the will of the People of Puerto, as expressed unanimously by our elected officials, so that we keep net metering intact at least until 2030.

NEW: Today, U.S. Department of Energy (DOE) announced $13.85 million to support outreach efforts to connect up to 40,000 vulnerable households in Puerto Rico with solar and battery storage systems.
Through the Puerto Rico Energy Resilience Fund, DOE selected 16 community organizations in #PuertoRico to assist GDO in identifying and enrolling qualified households for these residential solar installations. DOE also selected 2 qualified nonprofits to help vulnerable households get the education and protection they need to keep the systems running for many years to come.

Community ownership of renewables has a lot of potential to do so much good in a community. I’m happy to hear this was brought up especially about the difficulty communities face getting projects on the grid.
Communities also raised this is in my research. A major issue is that grid capacity is sometimes bid on years in advance of it even being laid. Community projects do not usually have the same ability to bid on grid capacity, and often feel left out of the possibility in the first place.
Another major challenge is the lack of subsidies for community projects. While some funding exists, it is still not the same as it was when fully community owned projects were growing in Scotland. Although see this exciting news that the first community owned wind project without subsidies will be built in 2024. It was supported by Local Energy Scotland’s CARES funding and a thrive renewables investment. See link below

"Where we could augment the grid and network infrastructure is by supporting properly community energy ownership and generation... In Scotland community owned windfarms average 170k for community benefit payment per installed MW, it’s an astonishing leverage of capital into communities, compared with 5k from standard community benefit payments. Not only do communities fund these projects themselves... they solve the problems of the local community including fuel poverty, improving homeinsulation, and upgrading heating systems. Local communities know better than the UK Government what their priorities are and are willing to fix them themselves...
"Time and again, we hear from local community groups that there is no support for gaining connection to the grid, and that the Government are utterly apathetic regarding the benefits of community energy generation."

Communities in Scotland and the rest of the UK have the technology, the ability and the ambition. Now we need the legislation to support our communities, as recognised by our neighbours.

Offshore wind presents enormous opportunities to boost economic development and drive additional sources of revenue to coastal communities.
Policies like the RISEE Act, led by Senators Bill Cassidy (R-LA), Sheldon Whitehouse (D-RI) Rep. Lizzie Fletcher (D-TX), and Randy Weber (R-TX) recognize the critical role states play in advancing offshore wind and enable investments in projects to directly address coastal restoration, hurricane protection, and infrastructure improvements. ACP supports the RISEE Act and urges Congress to pass the bipartisan legislation.
