NEOEN is winning the battle of the Big Batteries in WA. The French renewables giant has announced they will more than double their Collie modular facility to ~560MW/4 hours. The expansion is built on NEOEN winning Australian Energy Market Operator (AEMO) 's second NCESS tender. NEOEN was one of the successful bidders for the first NCESS round (200MW) at a juicy base capacity price of ~$240,000/MW (plus lots more if dispatched). Will be interesting to see if they won a similar price this time. Obviously the hard work was done on stage 1, which allowed this second successful bid. NEOEN also now has bragging rights in Collie, as its combined battery is bigger than Synergy (Electricity Generation and Retail Corporation)'s under development 500MW unit. Note though, size isn't everything. The task of calculating the potential costs and benefits of new transmission vary widely by region, and the method chosen plays an important role in determining which facilities get built. E3 recently supported the Electric Reliability Council of Texas (ERCOT) in developing a congestion cost savings test fit for the ERCOT market. We reviewed the tests used in transmission planning throughout North America, Australia, and Ireland to inform the recommended approach for ERCOT. PJM Interconnection perfecting “flow” is one thing, but accepting, welcoming, encouraging remote-sited intermittent generation that is negatively correlated to load patterns an important time periods and then “perfecting flow” for that mess is clearly a “tail wagging the dog“ kind of endeavor. So please get your priorities straight and stop allowing intermittent resources to pirate required revenue from capacity resources in the energy - yes energy – market. Because the revenue adequacy that flows from the energy market isn’t just revenue to cover marginal costs. It’s revenue to pay for capacity. Disagree? Let’s talk.Thank you. Respectfully, Tom Stacy

Longer duration projects and a shift in focus to other use cases for battery storage projects in ERCOT may be in the cards following the ERCOT Board’s passage of a new policy that will limit the effectiveness of battery storage projects in the state. NPRR 1186, passed unanimously by the ERCOT’s board of directors last month, seeks to implement state of charge requirements on battery storage projects participating in ancillary services. Essentially, the rule change requires battery storage projects to maintain a reserve charge of at least one hour to be eligible to bid into ancillary services. Still major questions remain on the economics and viability of battery storage in Texas if NPRR 1186 gets implemented. https://lnkd.in/gHNqai3x
