The four strategic decision phases. 1) Nothing will happen so no decisions or actions need to be taken. 2) Something may happen, but we don't need to make any decisions or take any action now. 3) We need to act but there is nothing we can do in this situation. 4) We should have acted but it is too late now. We are reviewing our routines.
