In taking a deeper dive on what CMS and the CMS Innovation Center reports out on maternal health and midwives, I found a MACPAC publication from March 2020.
"Under contract with MACPAC, Mathematica compiled an inventory of Medicaid initiatives in the states and territories. Based on a review of publicly available information and confirmation from the Medicaid programs, Mathematica captured almost 400 policies. They examined efforts across the following areas: eligibility and enrollment, education and outreach (to PROVIDERS and beneficiaries), covered benefits, models of care, payment, managed care contracting, performance measurement, and other."

What totally boggles my mind and absolutely frustrates me, despite Federal law mandating that CMS reimburse CNMs, is the Acronyms and Abbreviations Tab listing the: MFM, NP, OB/GYN, PA, and RN -- BUT NOT the CNM! A multitude of reports can be generated via the excel tool using the acronyms above. NONE can be run using CNM.
Seriously, how much NOISE needs to be made for Midwives to be noted as key contributors to maternal health outcomes in the analysis of 400 policies from data collection that occurred from September 2019 to January 2020. I think midwives provided a high volume of services for Medicaid recipients at that time, unless I'm mistaken?
Will the new CMS TMaH outputs recognize this provider of care?
