On the International Anti-corruption Day, we reflect upon all the work that has been done in the previous period. This year, as we mark the International Anti-corruption Day, we also celebrate the 20th Anniversary of the United Nations Convention against Corruption (UNCAC), as well as 20 years since RAI Secretariat was established. We are especially proud of our longstanding partnership with UNODC. Through our joint Regional Programme Southeast Europe – Together against Corruption(SEE-TAC), and with the generous support of the Austrian Development Agency, we are working to strengthen resilience of the SEE societies to corruption by enhancing the capacity of governments, civil society organizations, the private sector and the media to prevent and fight corruption and to effectively implement the UNCAC. In the exclusive interview on Al Jazeera Balkans with Harun Karcic on the occasion of International Anti-corruption Day, Ms. Desislava Gotskova, LLM, Head of RAI Secretariat, reflects on the role of RAI and the regional cooperation in the fight against corruption in Southeast Europe. Report of the Council of American Ambassadors: Sanctioning of Berisha, without evidence and illegal The report of the Council of American Ambassadors for the Western Balkans, who from May 7 to May 14, 2023, stopped in Albania, Kosovo and North Macedonia, for an assessment of the problems faced by these countries, has been made public. COUNCIL OF AMERICAN AMBASSADORS: "Several members of our delegation closely questioned Ambassador Kim and members of her team regarding the decision to detain Berisha from the United States and the timing of the decision, asking: indication of what evidence could justify such a harsh and final action against a politician once close to the United States; information on whether accused persons have ever had access to mechanisms for rebutting charges or evidence; whether the appearance of election interference and favoritism was fully weighed in advising Secretary Blinken; precedents for the implementation of this policy in similar cases. Ambassador Kim and her staff assured us that the evidence supporting the determination was substantial, but firmly communicated that they could not provide us with any of it.” The Council of American Ambassadors in the final report has also published the denunciations of the opposition representatives for the capture of justice and the connection of the government with crime. COUNCIL OF AMERICAN AMBASSADORS: "The various opposition parties of Albania presented during our meetings a series of complaints against the government of Edi Rama. They declared that; 👉🏽his party monopolizes power; buys opponents; 👉🏽uses government power to stifle opposition and punish opponents economically; 👉🏽 is using the justice reform to politicize the courts and damage the independence of the judiciary; 👉🏽 and is related to international organized crime and benefits from it. These opposition denunciations were surprising, but they reminded us how the EU's doubts about the sustainability of Albania's democracy and the intertwined problems of crime and corruption are hindering progress towards one of the country's main goals: EU membership." In this report, the Council of American Ambassadors, referring to evidence, states that the high growth of the city is a product of the laundering of crime money, which is harming democracy in Albania.

🔊 💡 #Estonia makes legal history by becoming the first state to allow the use of #Russia's frozen assets to compensate #Ukraine for war damages ❗ The #EstonianGovernment has shown tremendous #leadership in an unprecedented move to channel funds from frozen assets of sanctioned individuals to rebuilding Ukraine. The #Parliament passed a law enabling such a novel mechanism. In a 🥜, here's how the plan is intended to work 👇 🗝 The law to pay attention to is "Act on Amendments to the International Sanctions Act and Amendments to Other Associated Acts (332 SE)" 🗝 It enables assets of individuals and companies, which have been frozen under sanctions, as an advance payment for damages owed by Russia to Ukraine. 🗝 Assets can be used when damage has been caused by a wrongful act and the damage has been proved and must be compensated for under international law. The link between the owner of the assets and the wrongful act must be sufficiently proven. 🗝 The Ministry of Foreign Affairs will decide on the use of the assets as an advance payment for compensation for damage in the course of administrative procedure. 🗝 The owner of the assets will be assigned a right of claim against the non-complying aggressor state. 🗝 The owner of the assets will have the right to contest the decision on the use of the assets in administrative court. 💡 ✒ The #President is yet to promulgate the law. There's a possibility that the law is vetoed and passed for a constitutional review by the President, or if not, challenged in the #SupremeCourt by the Chancellor of Justice. Some critics say that the action of Secretary General is serving to his personal purpose to remain his power on the CPV and the State/Cabinet but I dont agree with this view because: 1. The crackdown has been implemented for years and the first result was the former PM NGUYEN, Tan Dzung case in which that former PM agreed to withdraw his political ambition and CPV would keep him and his family in safe conditions 2. The crackdown has been implemented across the nations, no prohibited zone as confirmed by Mr NGUYEN, Phu Trong 3. Former President of #Vietnam, 02 former Deputy Prime Ministers, 02 former Ministers were cracked under the corruption case during #covid19pandemic period. 4. A lot of political bureau members have been under prosecution. FYI - Political Bureau is the top power body in Vietnam political system in which CPV is the main and sole leader and social pioneers in every aspects of society. The first case placed precedent legal one is former Secretary of #hochiminhcity - Mr DINH, La Thang (former member of political bureau, former minister of Transportation Ministry, former President of PETROVIETNAM) 5. The ultimate purpose of the crackdown is to make CPV as legimitate leader party in the eyes of #Vietnamese people and global #political #diplomatic world.
