Retired Colonel Ray Powell knows deeply the challenges facing the United States—and our friends and allies—in the Pacific, caused by China’s rise and its revisionist intentions.  Ray’s 35-year career in the United States Air Force took him from the Philippines to service in diplomatic posts as the Air Attaché to Vietnam and the US/Defense Attaché to Australia. (Not to mention combat tours in Iraq and Afghanistan) We’ve known Ray well through his groundbreaking work on the Philippines and the South China Sea through the Stanford Gordian Knot Center for National Security Innovation.
