Several years ago, I applied at a company that required me to do several of these 'HR Quizzes'. After taking them, the recruiter never called back. I wrote him an e-mail asking for feedback on my interview process. His response was, 'you rocked the interview and you have a very impressive work history. However, your 'HR test' suggested that you are not the type to ever get a promotion, and we are looking for people who can achieve growth here'. That very next month I was hired at Teem Technologies. I received my first promotion after 2 months on the job and then a second to a mid-level executive role 8 months after that, and my career has been growing ever since. The takeaway: exactly what Robynn says here - employers should get to know the candidate personally. If you rely on these 'HR tests' - I think your hiring process sucks - my opinion only!
