Despite all of the work across the industry to expand and upgrade broadband networks, broadband frustration continues to be a top complaint to cities from their residents. Most consumers continue to be frustrated with slow or unreliable broadband, high prices, and a lack of competition and are increasingly looking to their cities to take action to solve their need for better broadband. While we applaud efforts like BEAD to bring better broadband to unserved households, nearly all cities are considered "served" and ineligible for any help from this or other federal programs. That leaves cities to solve this critical need independently of any federal or state programs.
