Please join DAV in our support of S. 3560, the Combat Veterans Pre-Enrollment Act of 2024. This bill would authorize pre-enrollment of certain combat service members of the Armed Forces in the system of patient enrollment of the Department of Veterans Affairs (VA) health care system during the 180-day period before their separation from service, giving them access to care from the first day of separation. Currently, transitioning service members must wait until they have left service and received their official separation paperwork to apply for VA health care. That process can take several months, creating a period of time where veterans do not have access to the health care benefits they have earned. This period is of particular concern for combat veterans who might struggle with injuries or illnesses that are seen and unseen, and may or may not have been diagnosed during their service. This legislation would give our warfighters immediate access to VA health care. Studies show the transition period can be a high-risk period for suicide. Giving combat veterans access to much-needed mental health care can help mitigate the risk.

There are moments in life where we have the opportunity to be on the right side of an issue before it becomes normative. This not only requires leaders to be champions on an issue, but everyone needs to default to logic and compassion and not simply look at policy for a reason not to do something. Respectfully, Your wait times are out of control. The bad actors and their actions as highlighted by the OIG have added to these wait times. Recommendations: Train and insist that your scheduling staff to automatically refer all appointments that cannot be scheduled within 30 days of the date #veterans attempt to schedule appointments. This simple action aligns with the spirit of the Maintaining Internal Systems and Strengthening Integrated Outside Networks (MISSION) Act.
