ISG, along with the entire United States Department of Defense, recognizes June 19, 2024 as Juneteenth National Independence Day, the commemoration and recognition of the end of African American slavery in the United States. While the Emancipation Proclamation had officially freed enslaved people more than two years prior, it wasn’t until the end of the Civil War that Union troops had the full strength to enforce General Order No. 3 in the once Confederate states, such as Texas. When U.S. Army General Gordon Granger arrived in Galveston, Texas, after the U.S. Civil War to issue General Order No. 3 and secure the Union Army's authority over Texas, he spoke not just of freedom but "an absolute equality of personal rights" for all former slaves. The emancipation of enslaved Black Americans was not the end of our work to deliver on the promise of equality — it was only the beginning. Today we celebrate Juneteenth, which marks a pivotal moment in American history. Juneteenth symbolizes freedom and the end of slavery in the United States. On June 19th, 1865, Union Army general Gordon Granger proclaimed freedom for slaves in Texas nearly 2 ½ years after the 1862 Emancipation Proclamation. The DoD theme for the observance is, “Women Who Have Made Great Achievements,” in recognition of the countless contributions women have made towards creating a positive opportunity for a brighter future. This year’s poster highlights 47 military and civilian women who have inspired countless others throughout their professional and personal lives. A powerful driving force for excellence resides within each of us and, when unleashed, can lead to significant personal or professional growth. What unlocks this driving force may differ from person to person and DoD is committed to providing a range of opportunities for all military and civilian personnel to excel. The women depicted on this month’s poster, who have made great achievements in their own ways, serve as inspiration to us all. Each has made their mark and contributed greatly to the strength of the Nation. What is often unspoken about Memorial Day is its origins in the quest for civil rights and the search for peace. According to the Office of Veterans Affairs, it originated after a series of “Decoration Days” were organized by Black and White communities to honor fallen soldiers following the Civil War. One of the most significant of these events was held by a group of Black and White abolitionists in May 1865. In 1868, General John A. Logan, the head of the Grand Army of the Republic (GAR), a politically powerful organization of Union veterans, made it an official act, speaking of the practice of floral tributes and “Decoration Days” in the context of post-war Black civil rights. It was not until after WW1 that Memorial Day began to expand to honor the dead from all American wars. As we take time today to celebrate the lives of those fallen soldiers who have served this country, let us also remember that the origin of Memorial Day is rooted in the struggle to end slavery and the search for “permanent peace. National Hispanic Heritage Month runs September 15 through October 15. This date range is significant to many Hispanic nations. September 15 is the Independence Day of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua; Mexican Independence Day is September 16; Chilean Independence Day is September 18; and Spain’s National Day is October 12, which is also marked in many countries throughout the Americas under various names to celebrate the region’s Hispanic history and cultural ties. Hispanic Americans have served the United States in every one of the nation’s conflicts from the Revolutionary War to the present. The Army’s diversity helps make it the greatest fighting force in the world. Today, over 160,000 Hispanic Americans – with ancestries from Spain, Mexico, the Caribbean, and Central and South America – stand ready to support and defend the Constitution against all enemies, as members of the United States Army. According to Department of Defense data for 2022, over 8 percent of DOD civilian employees and approximately 19 percent of active-duty military personnel identify as Hispanic or Latino. The observation started in 1968 as Hispanic Heritage Week. The numbers are even higher in the United States Marine Corps, in which Hispanics make up 24 percent of active duty members. Latinos are already the largest demographic group in Texas, and will account for most of the country’s population growth—60 percent—through 2050.
