In a landmark development at the 2022 U.S.-Philippines Bilateral Strategic Dialog (BSD), both nations pledged to fortify their alliance through the creation of a groundbreaking Philippines - Security Sector Assistance Roadmap (P-SSAR). This strategic initiative, led by the Institute for Security Governance (ISG) in collaboration with senior Philippine partners, was designed to seamlessly link strategy to resources, ensuring a focused approach to mutual security assistance planning. Just two years later, the impact of the P-SSAR is already evident, with Fiscal Year 2024 resource allocations being directed toward capabilities that enhance Philippine territorial integrity in the South China Sea/West Philippine Sea and prioritize regional security in the Indo-Pacific theater. Philippine President Marcos himself acknowledged these strides, highlighting the ISG-led P-SSAR effort as an example of our increased bilateral cooperation. Let's nudge each other awake....! In a world that too often seems asleep to the cries of the innocent, it’s time for us to awaken our collective conscience. I recall the tales my Nani shared during my childhood, among them, a powerful story of unity and courage. She spoke of a menacing Rakshasa (Demon) that preyed on children, a terror that was ultimately defeated when people united for the sake of the innocent. This tale, rich with hope and resilience, reminds us that together, we have the power to overcome even the greatest of evils. I hold firm to the belief that this collective awakening is on the horizon, In'Shaa'Allah. History has shown us time and again that humanity has the capacity to rise, to choose compassion over conflict. It happened for the children of Israel; it must happen for the children of Palestine, and indeed, for every child across the globe caught in the crossfire of conflicts they had no hand in creating. As we share this poignant message from the Red Cross, let's remind ourselves and the world: Hospitals are sanctuaries of healing, not targets of war. Every child, every person in need of care, deserves a haven free from fear of attack. Together, let's recommit to the principle that humanity transcends conflict. The below is a great reminder of the importance of the agreement to reestablish a hotline among Chinese and American military officials. We are in a more dangerous time than even most realize. President’s Xi’s determination to upset the geopolitical status quo, view that the U.S. is encircling China and intent on preventing its rightful assension, belief that moments of crisis are opportunities to advance China’s interests and not things to be avoided, and growing confidence that the PLA’s military modernization ensures China can prevail in most situations, combined with the lack of trust on both sides, all means that a spark, from two ships or two airplanes passing too close, for example, could easily ignite a full scale conflagration wherein escalation is hard to manage. This is why something as seemingly simple as reconnecting the “hotline” matters so much.
