The war was lost when Obama stopped the incentives for new energy transitioning, which indirectly caused the bankruptcy of A123 Systems (The closest company for making mass production on lithium batteries) back in 2008. Now A123 Systems is owned by the Chinese group Wangxing. In summary, this is a big mistake due to shortsightedness.
