It was a real privilege to join Gunanga Dias on the #NoExcuses podcast last week to talk about some of my research findings on the complex and intersecting set of economic, social and normative factors that create the conditions in which some humanitarians perpetrate sexual exploitation and abuse against individuals in the communities in which they work. Some key takeaways: 1. Sexual exploitation, abuse and harassment isn't a problem of bad apples, it's a problem of contexts. We have to understand and respond to the (often very localised) ways that economies and cultures of sexual exploitation and abuse emerge and spread in contexts of conflict, crisis and international response to them. But, we do know that the broad factors that drive vulnerability to sexual exploitation and abuse are similar across contexts, i.e. individuals' inability to meet their and their families basic needs for food/shelter/medicine/essential services, as well as gendered inequalities and breakdown of community safety networks. The complex interactions of consent and coercion in sexual exploitation make accountability processes (everything from reporting to investigations to punishment) very challenging which has serious implications for broader efforts to prevent and respond to SEA/H (for more on that see https://lnkd.in/gCFHKkyY). It also means that host communities can sometimes experience SEA/H work as paternalistic and undermining their agency in difficult circumstances (for more see https://lnkd.in/gY3Yemh3). Ineffective or unsuitable rules and accountability mechanisms affect the trust local communities have in international organisations, which in turn undermines the ability of those orgs to do their *vital* humanitarian or peacebuilding work. Our work must be locally grounded. 3. This means we need to focus much more on primary prevention - not trainings and codes of conduct, but proactively addressing the factors that intersect to make some people especially vulnerable to SEA/H and make investigations and accountability so challenging. This means donors must fund this area of work systematically, so that orgs can build prevention into programming and develop strong evidence base on what works and why (and where) to prevent or mitigate SEA/H. 4. We must leave the 'bad apples' narrative behind - because abuses of power manifest in all places power imbalances exist - so that we can address the structural causes of SEA and and find better ways of communicating with humanitarian workers (and peacekeepers) about power and the ways their everyday interactions with host communities affect the trust communities have in them and their orgs, and therefore the perceptions of the legitimacy of international orgs, which we know is critical to effective humanitarian response and peackeeping.

I love Dr. Phil‘s new book! 📕 (We Got Issues) Working in a field with undepressed and abuse kids can be Complex, when it comes to the judge, law-enforcement, and current programs that are administered by these divisions. “Tranny of The Fringe” is what Dr. Phil mention in his new book. He also states how activist speaks of defund the police, but they’re not even speaking for themselves they’re speaking to get attention. The devil knows how to cause chaos! It is true that the police need to focus on its job, to apprehend the aggressor, not to be a social worker. therefore they should be able to pass the individual on to other programs, but what I have found either there’s no funds for the program or they don’t have a program established to move on the individual, especially older kids. We have the highest level of depression, anxiety and loneliness, as well as suicidal attempts. It begins with Smartphones dropping and spiked when COVID hit, as the kids started living others lives. No school, no support programs. I saw firsthand how the kids will be sent back to the abuser. Dr. Phil mentioned we need to solve problems instead of arguing so maybe we need to agree first and then work out our differences. Otherwise, years to fix a broken system with these innocent children, ancestor, Legacy, lost.
