Last week I spoke with the owner of one of the heritage properties we delisted in our District Plan. For them, it was "the end of a nightmare that has been going on for years". This isn't and shouldn't be accepted as normal. In the last few years we've had a perfect storm with earthquake prone buildings, cost inflation, interest rate rises and soaring insurance premiums. Factor these together with a heritage building and you get urban stagnation with huge remediation costs (e.g. Town Hall). A heritage listing is by design almost irreversible. Nearly every time WCC has tried through normal process to remove one, it has failed (see Gordon Wilson Flats, Adelaide Hotel & Toomaths Building). I have written to Minister Bishop with Mayor Whanau asking that as part of government building reforms planned for this year, they give local authorities the ability to delist heritage properties by a simple majority vote. We have over 500 earthquake prone buildings in Wellington, 163 of which are heritage listed. Many owners can't afford to strengthen yet alone do so in accordance with heritage standards. Not to mention that we also have heritage seawalls and tunnels that require major investment. NZ's heritage regime is well intentioned, but common sense has left the building. I'm optimistic that this simple reform will make an immediate difference not just here in Wellington, but across New Zealand and can be quickly actioned by the government. https://lnkd.in/g-UQ6XCC
