Red tape for the sake of red tape does not add value, and I am grateful for the paradigm that Texas strives for. I have owned businesses in a highly regulated state (Illinois) and a deregulated state (Texas), as well as a highly regulated business in Texas (in-home senior care, which we exited after being fined $2,000 for double-sided printing of a boilerplate 211 notification) and it is a game changer being able to operate without the red tape. We also recently investigated opening a daycare center in Texas and decided not to because of the red tape. For example, our outdoor playscape in a wide open grassy field surrounded by a 3' wrought iron fence was declared a "fire hazard" by DFPS licensing, who required a second gate be installed in this small playscape. No thank you! So no daycare.
