The Department for Culture, Media and Sport Committee (CMS) will examine the current challenges faced by the British film and high-end television industry (HETV). Inward investment into film and high-end television (HETV) in the U.K. during 2022 reached a record height of £6.27 billion ($7.72 billion), statistics from the British Film Institute (BFI) revealed earlier this year. This is the highest ever reported figure and is £1.83 billion higher than for the pre-pandemic year 2019. Some 69% of the £6.27 billion spend was contributed by HETV production with £4.30 billion, with feature film production contributing £1.97 billion. The inquiry comes 20 years after a previous committee’s report on the British film industry, which made recommendations around the tax regime and training and development and helped shape the modern British film industry.

It's been a good week for different creative industry sectors; indie film-makers, vfx, theatres, museums, galleries, NFTS, etc. Following The Treasury's call late last year for evidence to inform the development of detailed VFX proposals, in this week's budget it was announced that the government will lift the 80% cap on total eligible expenditure for the VFX spend only and that the rate of Audio Visual Expenditure Credit (AVEC) for the VFX spend will be lifted to 39%, which represents a rate of 29.25% after tax, an effective increase of 3.75%. For productions shooting in the UK, removing the cap means that they will now be incentivised to stay in the UK for their VFX, effectively a big increase of almost 30% in the incentive rate for VFX in this scenario. Fantastic news, effective from April 2025 this is the light at the end of a long tunnel for many. The effects of the strikes, the slow start-back-up, the change in what content is being commissioned, the consolidation of clients, and competing in a global marketplace of excellence make this a highly competitive business. Reading BECU's recent survey and how many people are currently out of work and the effect on mental health makes for stark and concerning reading. We are an industry made up of brilliant, creative, tech individuals, all contributing and doing the very best they can. This week feels like a win for everyone; consistency of work is crucial to maintaining jobs, developing skills, and industry growth. I spoke to so many people after the budget, all smiling and relieved that VFX has been recognised at long last. Going through the Göteborg Film Festival's 11th Nostradamus Report released in Cannes on Monday and feel like sharing a lot from it. But I'll start with one quote from the first chapter that is about the market correction and industry crisis; "What will not work is waiting for someone else to solve our problems. Technology companies will not spontaneously take our values, workflows and needs into account. Audiences will not suddenly behave as though they live in some completely different media landscape. This is as true for a hundred-year-old film studio as for a plucky creative collective just out of film school. With everything changing all at once, no one can tell you what is a reasonable business model for your project or your company. Venerable institutions and powerful people have made the wrong calls over and over. If you think something different, see another opportunity, you might be right. We each have to figure out what we are not willing to compromise on, and navigate the next years, project by project, by that north star."
