Allies matter more than nuclear power. It's awesome to reach goals but lonesome if other communities don't join the tribe with their happiness! If other people are struggling it makes less sense to view power as a win.

In the case of EU, why can't it protect itself by building its own nuclear weapons instead of always relying on the US's?
