As I remember Modi was sanctioned before becoming the PM and could not travel to the West then. His memory is a factor here too.

Duplicitous India is playing on both sides and wants to be the match referee as well. Aa one Chinese Diplomate once described; India wants to be the bride of everyone. India is Member of Anti-China the Quad group, Pro-China, SCO, and China founded BRICS. The west is propping a religious intolerant, human rights abuser India because of China. Trusting India would be a strategic blunder. India is loved in Europe and the USA (not Canada) and enormously disliked in the Neighborhood.
