Small countries with a population of 1.5 million or less have faced financial challenges in the past decade. The COVID-19 pandemic and global shocks have worsened their financial and debt situations. About 40% of these countries are at high risk of debt distress, which is double the risk compared to other countries. The average government debt in small countries increased to 61% of GDP between 2011 and 2023, primarily due to ongoing deficits and interest costs outweighing the debt-reducing impact of growth.
