Healthcare Price Transparency During the 2023-2024 Legislative Session, the SC House unanimously passes South Carolina H. 4622. This initiative is now with the Senate Medical Affairs Committee. If passed next term, it will take effect in January of 2026. In essence, the bill states that a health care provider requesting payment from a patient after providing a health care service or supply shall also submit an itemized bill for each service and supply provided to the patient during the patient's visit to the health care provider. The provider must submit the itemized bill no later than the thirtieth day after receiving a final payment on the provided service or supply from a third-party payer. Touted as promoting healthcare price transparency, most legislators feel this bill will help control healthcare costs and increase access to healthcare services. Even though this initiative doesn’t eliminate the “surprise bills” patients receive after medical treatment, it does provide insight into a patient’s responsibility amount, including whether the amount owed is a deductible, coinsurance, or non-covered charge.

The HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) survey is the first national, standardized, publicly reported survey of patients' perspectives of hospital care. 👉 30% of hospitals’ Medicare reimbursement based on patient satisfaction survey scores. 👉 In 2019, $1.9 billion in value-based payments was available to hospitals for inpatient care. 👉 Those that had the highest HCAHPS scores — across the domains of clinical outcomes, safety, person and community engagement, efficiency, and cost reduction — received the most financial support, while those with exceptionally low scores received financial penalties. ⭐ Across all domains of HCAHPS, organizations using Get Well score higher than non-Get Well customers.
