The Broadband Equity, Access, And Deployment (#BEAD) Program will provide historic funding for universal internet access, but with it comes a slew of complex regulations, including the 25% match requirement. Before receiving funding, internet service providers (ISPs) must commit to matching at least 25% of their proposed project costs. This requirement leaves states with legitimate concerns that some BEAD applicants, especially small and regional ISPs, will be deterred from participating in the program, creating a potential coverage gap for marginalized, rural, or low-income communities.
