📢 📢 Sen. Peter Welch introduced the Improving State and Local Government Access to Performance Contracting Act on February 7th. This impactful legislation would help state energy offices create or improve Energy Saving Performance Contracting (ESPC) programs. The Improving State and Local Government Access to Performance Contracting Act will provide $35 million per year for five years to provide valuable improvements to existing programs and allow the establishment of new programs. Specifically, actions that will be provided through this legislation: - Design and Implementation of Model Energy Savings Performance Contracts; - Guidelines, procedures, manuals and other documents to structure contract delivery; - Programs that will prequalify and certify energy savings performance contractors; - Technical and administrative assistance to performance contracts; and - Monitoring, tracking and reporting of performance contracts. Reforms to the federal permitting process for energy infrastructure announced today by The White House fail to encourage the investment needed to reliably meet soaring electric demand and reach aggressive emissions targets. "We are at a moment in time when our nation needs significant investment in all types of energy infrastructure to avoid supply shortfalls while reducing emissions, but this rulemaking takes reliability efforts backwards," said EPSA President and CEO Todd Snitchler in response to the White House Council on Environmental Quality's final rule to reform the federal permitting process under the National Environmental Policy Act (NEPA). "We need critical investment in both dispatchable and renewable generation, fuel supply infrastructure, and transmission and distribution assets... We need more infrastructure, not less, and it is disappointing that this rulemaking puts politics and aspiration ahead of the operational realities of the electric grid," he continued. The DOE has released the first $104 million installment from the $250 million allocated for federal facilities' energy conservation. The funding, which is part of the bipartisan infrastructure law, supports the AFFECT program. The program reduces energy consumption through building electrification, geothermal heat pumps, solar generation, and battery storage.
