Procurement profession is Technical, not Clerical. In commenting on the case of Republic v. Forson & Ano, I exercised caution for a simple reason: I anticipated this outcome due to the technical nature of the procurement profession, which is often misunderstood by those in positions of authority or by individuals affiliated with other professions. Many perceive procurement as a clerical task, but it is, in fact, a highly technical field. Each profession has its own specific technicalities and terminology, and the ability to speak and write good English with a legal mindset is far from sufficient to interpret procurement transactions accurately. Beyond possessing academic and professional qualifications, one must have on-the-job training and experience to fully understand procurement transactions before applying a legal framework. The individual making a payment is not necessarily the one who committed the funds, and the person approving the purchase order may not be the one committing or disbursing the funds. These distinctions hinge on procurement standards and the category strategies employed. A meticulous review of action items ensures a smooth closure. 2️⃣ Ensure Legal Obligations Are Met: Thoroughly review the contract terms to guarantee all legal obligations are fulfilled, mitigating potential legal risks. Compliance is key. 3️⃣ Get Approval: Seek necessary approvals from project managers, legal teams, and senior management before officially closing the contract. Approval ensures alignment with organizational protocols. 4️⃣ Record Lessons Learned: Conduct a comprehensive review, documenting lessons learned. Identifying success factors and areas for improvement is crucial for future procurement endeavors. 5️⃣ Close Account: Follow financial procedures to close associated accounts, ensuring all invoices and payments are settled. In my past experience as a procurement manager, there's an underrated skill that stands out: It’s the ability to work body-to-body. I've realized it takes about a year for someone in middle management to become proficient. Not because of the trade itself, but because of the need to understand the people behind the processes. Building personal relationships is key. For example, I worked hard to foster connections with different departments like legal, IT, InfoSec, and accounts payable. It's not just about knowing the process, but knowing the individuals involved too. These relationships aren't something you can simply take note of—they’re each unique, individual, and deeply personal. Because I worked to build these connections, I was been able to navigate challenges using a deeper depth of knowledge. Sort of like playing a man-on-man defense versus a zone one. When I needed a favor or assistance, for example, I knew who to turn to to help me out quickly and without issue. A lot of these skills can only be picked up through experience, and I believe it to be profoundly underrated in the long term.
