RESULT OF POOR MINISTERIAL FUNCTIONS IN NIGERIA, THE CASE OF MINISTRY OF WORKS. PREAMBLE: When a Minister’s reasoning is stagnant, his thought diminishes, he becomes static pawn in government. IINTRODICTION: Below video (posted by Tochukwu Anderson Edwin), shows the high risk and danger posed by the damaged Abuchi-Benin Highway, which is the duty of Minister of Works to know and fix, yet, it was neglected. Based on the damages seen, it is vivid that it is caused by poor road construction, long period of neglect, pond cluster, erosional trenching, long time erosion and poor drainage system. These factors are causal to the current problem along Auchi-Benin Road. INTERLUDE : Where is the Minister of Works, Engineer David Umahi, who was busy addressing congregation about how he paid compensation to Nigerians, as if the money was from his private fund? MINISTERIAL RESPONSIBILITY: As Minister of Works, first duty on inception of office, should be, to take a tour of all Federal infrastructures (roads, housing etc), evaluate them, make recommendations for works where necessary. Instead, he will wait until when the president tells him what to do as usual. EFFECT OF MINISTERIAL DEFECTS: The dilapidated Benin-Auchi road plied by traders, students, workers, businessmen and women, residents thereat, heavy trucks and light vehicles, is also affecting socioeconomic life of Nigerians. This situation continues because the current and previous Ministers of Works are redundant in function. MINISTERS’ ATTITUDE: The way Nigerian ministers work is simple. They waste time chatting with friends, eat, drink, travel overseas until the President needs their attention as to tell them what to do. In Nigeria, President does the thinking and planning. Ministers are rubber stamps or wax image. They don’t think for themselves about their jobs. Instead of reviewing their ministerial work station to proffer solution, reporting to the President and recommending solution, they wait until the President rings his office bell, tells his secretary to call any of the Minister then order same to act, otherwise they do nothing. POSSIBLE CAUSES: This inefficiency is caused by appointments based on poor intuition, political mediocrity, cult affiliation, and godfather recommendations. How can a minister know what to do if he is not able to review his responsibilities, work plan, and put required actions in place? CONCLUSION: Until Nigerian Ministers understand that their positions are offices of great responsibilities that require high intellects demands, put the nation first instead of their selfish interst, pride, and when the Predident realizes that ministerial appoints should be based on quality representation, otherwise Nigetia will continue to suffer great setbacks as it is experiencing hitherto. Ministers should understand the functions of their ministry and put such into productive action.
