The Navy’s Submarine Maintenance Crisis Needs Ready, Affordable Solutions | Proceedings - January 2024 Vol. 150/1/1,451

In WWII we had time for a build up. In a new conflict we probably will not have that luxury. Our elected officials need to wake up.

What force level can the US afford? 3-4% of GDP is sustainable and well below some of the cold war peaks. The problem is other government spending is up significantly. You can't spend more on defense without deficit spending or reducing many civilian programs.
