In 2021 Partners in PROMISE along with researchers from Ohio State University fielded our second Military Special Education Survey. During the time of the survey Military Special Education families are experiencing the following barriers to accessing a free and appropriate public education (FAPE): ✨Real Barriers: Significant delays in special education timelines ✨Perceived Barriers: Families do not believe they have the ability to access recourse when a special education violation has occurred. ✨Unknown Barriers: Families who are unfamiliar with EFMP services and/or special education concepts are less likely to cite positive special education experiences. Shishir Shakya, Alicia Plemmons, and Conor Norris recently published a study on the licensing of military spouses, studying changes in licensing reforms at the state-level to understand the effect on employment and the barriers to continuous employment. The full scope of the barriers spouses face while needing to relocate may not be captured within data analysis, but in this study focusing in on nurses specifically, Shakya et al. find a significant 12% probability that a registered nurse will move near an army base and continue working rather than leaving the labor market in the wake of a state's full licensing recognition policy for military spouses. This builds evidence of what policies are helping ease this transition and inform best policymaking practices for military families.
