I had the privilege of presenting at the recent BRITACOM Virtual Seminar, "Raising Tax Certainty," alongside my colleagues Anastasiya Piakarskaya and Timoleon Angelos Christodoulopoulos . In our presentation, "Tax Certainty and Cross-border Tax Disputes," we highlighted the importance of tax certainty for fostering a stable and predictable business environment. We discussed the transformative power of #technologies and the potential of Multilateral Cooperative Compliance (#MCC) Programs to achieve this goal. Additionally, we delved into strategies for preventing and resolving cross-border #VAT/GST #disputes, including the creation of the BRI Mediation Panel. The Ministry of Finance has just issued a new Transfer Pricing Directive which appears to be a replication of the previous one, with only minor alterations. It's important to highlight that the Ministry of Revenues had announced its intention to start imposing penalties on taxpayers who fail to submit their transfer pricing returns. Previously, there was a noticeable lack of rigorous enforcement of the TP rules by the tax authorities, specially in relation to TP documentation, filing of TP returns, and during the course of tax audits as well. The OECD continues to support the International Compliance Assurance Program (ICAP) as a valuable dispute resolution tool. For the first time, it shared data from ICAP. Taxpayer participants reported seeing increased tax certainty and liked engaging with multiple tax authorities. In addition to launching their national co-operative compliance programs, OECD countries are also exploring options for joint audits and compliance assurance programs under ICAP.
